Phoebe Howe is a Program Manager for the Efficiency Vermont program that’s administered by the Vermont Energy Investment Corporation. In this role, she’s responsible for the Zero Energy Modular (ZEM) initiative, with a focus on mobile home replacement and park revitalization. She also works with affordable housing partners, lenders, and builders to fund and develop ZEM projects.
